He brings more than twenty years of experience as a Silicon Valley founder and global executive across digital health, fintech, and higher education — combined with doctoral-level research on AI governance in institutional settings. His work bridges the gap that most AI conversations leave open: between the principles organizations adopt and the governance they can actually defend.
Dr. Seba is the author of Ungoverned: AI Minimum Viable Governance, which introduces the AI MVG framework — a compact, deployable oversight structure inspired by the Silicon Valley “minimum viable product” discipline and grounded in twelve evidence-based governance principles drawn from doctoral research across sectors. The book is designed for institutional leaders who cannot wait for the perfect policy: board members, trustees, provosts, compliance officers, and senior executives navigating AI adoption in regulated and high-stakes environments.
